STATIC, the software TV-tuner

This is based on something I did on my Amiga way back when,
although I used an entirely different method of generating
the static there (had to, because of the lack of colors).
The way this one works is:
- open an 8 bit BWindowScreen of the desired resolution
- fill it with random garbage, taking care not to use color 0
- generate a random palette each frame

(The Amiga version used two bitplanes with random data that
moved in front of each other).

There is a slight problem with BWindowScreens, which will
make this blanker usually not respond to mousemovements,
you'll have to press a key or click a mousebutton to unblank.
